VISION: DIGITAL PHILIPPINES

“The vision of a digital Philippines will be the start of this government’s long terms commitment to the Filipino people.”

Panibagong Serbisyo Publiko, alamin natin ang programa ng Pamahalaan tungo sa Digital Philippines, Ako si Pareng Rey Langit. Isang bansang mabilis na nagkaka ugnayan lalo na sa panahon ng kalamidad. Ako naman ang inyong kasangga, JR Langit.

Ang temang ating tatalakayin ngayon ay hango sa aming programang pang television, ang “Kasangga Mo Ang Langit” at “Biyaheng Langit” napapanood tuwing Sabado ganap na alas dos hangang alas tres ng hapon (2:00-3:00pm) sa RJ-digital-TV 29 free TV-Channel. Ang pinalawak at pinagandang programang pang television, KMAL at Biyaheng Langit. Ang father and son tandem nina Pareng Rey at Kasangga-JR Langit ay mapapanood na sa mga sumusunod:

  2. Cablelink – Channel 2 – Metro Manila Coverage
  3. Destiny Cable – Channel 30 – Metro Manila Coverage

DIGITAL REVOLUTION

Hangad natin ay isang bansa na hindi na problema ang daloy ng trapiko, isang bansang mabilis na nagkaka ugnayan lalo na sa panahon ng kalamidad….Isang bansa na hindi na problema ang ugnayan dahil puwede nang gawin ang lahat nang bagay kahit saan ka naruon…..Ito ang nais na makamit ng DICT o Dept of Information and Communications Technology sa vision nilang magkaruon ng Digital Philippines.

Sec. Honasan: In fact, di ba pag may disaster ito ang anecdote na favorite namin. eh pag may disaster may kuryente ba ? mali yung tanong na yun ang dapat na tanong is may contact ba, connectivity para malaman mo kung alin ang walang kuryente, alin aling lugar yung na wash out, yung tulay. Information that will allow as to respond. At sabi ni Presidente put up an independent government emergency communication system, that’s we are doing also .

JR Langit: Ito pong I.R., yung role po ng I.R 4.0 para po sa pag papabilis ng Internet connection ?

Sec. Honasan: Hindi na uso yung mga revolution by arms its now the digital revolution, so ang gagawin natin yung bata na naglalakad ng ilangpung kilometro tatawid ng dalawang ilog para pumunta sa isang giba na classroom bibigyan natin ng tablet na hindi over price, so dun sa barannagy hall may tablet nandun yung curriculum. Ang problerma lang yung power supply at pwedeng mag aral sa pamamahay nila yung work force imbis na imprastructure, mag rerenta na lang tayo ng space ng equipment na kailangan mo lang pag connectivity ang pinag uusapan is laptop diba? Can you imagine yung tipid natin para hindi ka na ma traffic yung nangagaling pa ng Antipolo para bumaba pa ng opisina niya sa Makati, so yun ang implication itong sinasabi ng industrial revolution 4.0 at kailangan dito participation ng public and private sector pag tutulungan talaga natin.

Sa pamamagitan ng Industry 4.0, lahat ng bagay mula sa disenyo hanggang manufacturing ay magiging mabilis at ang makikinabang sa lahat ng ito ay ang mga consumers.

GLOBE TECHNOLOGY STRATEGY

Kinapanayam ni JR Langit si Ginoong Emmanuel Estrada- SVP Technology Strategy Globe Telecoms:

JR Langit: Paki share lang po sa amin ang tinatawag na revolution industrial industry 4.0

SVP Estrada: Eksakto lahat yung pag run mo from factory from the time na nag sosource ka ng iyong mga materyales right down to the time na nag mamanufacture ka tsaka mabilis kang nakakapag produce ng produkto mo at nakakapag produce ka ng right quantitities and volumes, then wala kang tapon wala kang waste stage of materials and your always just in time. Yung telco naman itoy isang enabler para sa industry 4.0 kasi na paka importante ang connectivity connections from the factories right down to the design center, right down to the different connectivities
within the platform itself within the factory itself, where you utilized sensors and devices that allow you to actually automate the process more intelegently and effectively for a nation such as this open as a new concept of innovation to our young people, bakit importante yun ?
kasi andami nating ideas andami nating mga millenials many many good ideas and the only opportunity for them to really stand in the global market is to become part of this revolution industrial industry 4.0

PYGMALION EFFECT

Inilatag ng DICT o Department of Information and Communications Technology ang magiging direksyon ng ahensya sa susunod na tatlong taon hanggang matapos ang termino ng Pangulong Rodrigo Duterte.  Target ng DICT na makapagbigay ang pamahalaan ng mura kundi man libre subalit episyenteng Internet connection para sa lahat.

Rey Langit: Mr. secretary paano natin maso solve our current issues at ma inhance at the same time ang ating national connectivity ?

Sec. Honasan: We have align the direction of ICT developement agenda with the Philipines prosperity and the filipinos welfare in order to solve our current issues while keeping are sides focus on the futre the framework is written and inhance national connectivity comphrehensive ICT plans and policies and reliable cyber security. In fact going back again and again to see the connectivity, the task before us is really connect government to other government domestic and globocal  connect government to business ,connect government to the citizens and everybody to each other and the marching orders clearly articulated by the president when I assume “Do this faster cheaper if not free and in more secure manner.”

CONNECTIVITY HIGHWAY

Sa pahayag ni DICT Sec Gregorio Honasan na umuusad na ang pagtatatag ng physical connectivity highway.  At upang matiyak na magiging mura at episyente ang sistema, pinag aaralan nila ang pagkakaruon ng common tower ng lahat ng Telcos.

Sec. Honasan: All of them stakes holders meeting ang tawag namin, walang open forum, doon mag salita lang kayo ng mag salita and then we went back to the drawing board so within the month baka meron tayong first draft na ng common tower policy, bakit? Yung pinag daanan natin  kanya kanyang tower imbis na isang tower nandun yung ganito, nandun yung ganito pati yung third fourth fifth telco dim as matipid pag mas maytipid bababa yung cost at bibilis ang serbisyo.

STRATEGIC MOVES

JR Langit: Paano ang ginawa ninyo, yong naging first move ninyo?

Sec. Honasan: Ganito ang ginawa namin ofcourse humihingi kami ng budget sa kongreso ang unang tower na gagawin namin with in the month, if they give us the budget in congress because you cannot give what you do not have baka mag salita tayo common tower eh sir baka tanungin sila diba yung mga congressman natin mga senador kumusta ba yung signal dito sa Congress mga congressman, naku mahina walang signal may credibility problem so the first tower, the common tower will be in congress.

Sa gitna ng paghahangad ng pamahalaan na magkaruon ng mabilis at murang internet connection sa bansa….hindi nawawala ang pagsisikap nito na matiyak ang seguridad ng sambayanan mula sa cybercrimes.

COMPROMISE DATA and IDENTITY THEFT

JR Langit: Secretary papaano niyo naman po ma sesecure yung data privacy at tsaka yung security?

Sec. Honasan: Ok nangunguna tayo sa data privacy araw araw, nangunguna tayo sa cyber attack. Ok ang analogy dito parang bahay kasamang Rey no, madaling mag tayo ng pader ng gate may kandado ok madali na aadress naman ang mahirap ay kung may mag bukas ng pinto galing sa loob o kaya may na kalimutan na i-lock yung gate, patay tayo run yung ang pinag iingatan natin pero meron tayong cyber security education hindi lamang sa government, sa private sector kundi strategically sa mga eskwelahan para bata pa lang na iimagine dahil iyon ang kalalakihan nila na environment its going to be digital world for our children so hindi na po ito yung sinauna so ganun ang approach natin.

TARGET 2020

Upang lalo pang matiyak na matutupad ang target ng digital Philippines sa 2020, bukas ang pamahalaan sa pagpasok ng iba pang Telcos sa bansa.

Sec. Honasan: In fact kahit na ang performance ng 3rd telco mararamdaman natin effectively mga next year pa or even sa 2021 na kita mo yung reaksyon na ng ibang players nag dagdag na sila ng capital nag labas na sila ng pera and the net effect is improve services and cheaper force that is what we are hoping for yun ang epekto nun which is going to serve the public interest this our interest also. You know we have to do this faster kaya ang preference namin aside from biding and solicited offer is executive action saka na ihabol ang batas nag hahabol talaga tayo ng oras.

DIGITAL CLASSROOMS

Umaasa ang DICT na sa pagsapit ng 2020, nakalatag na ang isang digital government na mabilis na makakatugon sa pangangailangan ng sambayanan.

Sec. Honasan:We will do this with a digital workplace where the work environment not only improves productivity which is a major issue for a developing country like ours but also enhances an innovative culture. We will do this with a digital classroom where our children are fully equipped with an ACT-enabling-experience to further enhance the creativity of our most precious strategic and renewable resource – our next generation of citizens and leaders our student, our children. We will do this with digital communities when society tried and enjoys economic growth growing its strength from its digitally empowered citizens.

SUMMATION

Sa gitna ng paghahangad ng pamahalaan na magkaruon ng mabilis at murang internet connection sa bansa….hindi nawawala ang pagsisikap nito na matiyak ang seguridad ng sambayanan mula sa cybercrimes. Mabilis at maasahang internet connection, ito ang hangad para sa Sambayanan. Napakagandang hangarin para sa lahat, hindi lamang sa kabataan na focus sa makabagong technology kung hindi kapakinabangan nang nakararami at upang bumilis ang pagsulong ng Bansa.

Ang kailangan na lamang natin ngayon ay mabilis na pag kilos. Sabi ng kasabihan “time is of the essence” upang hindi mapag iwanan ng mabilis na panahon.
