There must be a method to this madness. Despite the fact that Supt. Marvin Marcos is facing homicide charges with the connection of Leyte Mayor Rolando Espinosa, Sr., President Duterte wanted him reinstated. Not only is he back, he is now heading the Philippine National Police (PNP) Criminal Investigation and Detection Group (CIDG) of Soccsksargen region [CIDG 12], right in the center where the drug trade is allegedly flourishing. Supt. Marcos used to head PNP CIDG-Central Visayas [CIDG 8].
